IMPORTANT.

Reference Consul General Canton 1330 22nd July and

your 1720 22nd July paragraph 3 request instructions as to

the policy to be pursued regarding efficiency of sea

communications with Shameen. I consider this essential

in interests of British community and feel apprehensive

lest a similar situation to Tientsin is being worked up

at Canton. At present American Authority intends U.S.

River Gunboat MINDANAO to proceed to Canton on Saturday

29th July and S.N.O. West River is requesting in the

routine manner for H.M.S. MOTH movement from Hong Kong to

Canton on the same day.
